icloud control panel will not install because...

I recently have had issues trying to get icloud control panel to install on my PC. At first I had it up and running, but applephotostream.exe stopped working. So I thought if I uninstall reboot and install again it would be all right, but I get a message like this afterwards:

An error occurred during the installation of assembly 'poilcy.8.0.Microsoft.VC80.CRT,type="win32-policy",version="8.0.50727.6195",pub licKeyToken="1fc8b3b9a1e18e3b",processorArchitecture='amd64". Please refer to Help and Support for more information. HRE.... etc.

It stops the install and reverts everything it just did. I don't know what I did, but now I can't even have it on my PC.
