If you mean Siri - go to Settings>General>Siri>Off
If you mean VoiceOver ....remember that a double-tap acts like a single tap and you need to use three fingers to scroll when VoiceOver is on:
Press Home.
Tap Settings. Then double-tap Settings.
Tap General. Then double-tap General.
Use three fingers on the screen to scroll to Accessibility.
Tap Accessibility. Then double-tap Accessibility.
Tap VoiceOver. Then double-tap VoiceOver.
Tap "On" next to VoiceOver. Then double-tap "On" to turn it off.
Hi thanks for the reply but I have siri turned off and voiceover off, if I press and hold the home button the phone goes into voice control.
this is what I need to stop.
any help is greatly appreciated
I apologize. You did say Voice Control but so many people say one thing and mean something else. And you are in the iPad forum, not the iPhone forum.
For a very quick Google search, I don't know if you can turn it off. Look at sberman's response here.

thanks for your help, I am new on here and didn't realise I was in the wrong forum,
It looks as though it cannot be turned off.
I'll keep looking for a way though
thanks again
You are welcome to post anywhere but more likely to get more refined help in the iPhone forum. Ask about it in here and good luck!
