I have an ipad 3 bút when i install ios 6.1.3, the screen shows a plug and an arrow pointing to itunes icon and ít just stays there.how can i install or stop install so I can play? Please help.
You have to restore the iPad now, something went wrong with the update. That is what that message means on the screen.

Make sure that you read the support article all the way to the bottom where it talks about recovery mode, just in case you need to use that method.

Restoring the iOS software works in Windows and in OS X providing that your computer meets the requirements and you are running iTunes on the computer. You have an iPad 3 so I assume that you are able to sync your iPad but I don't know what version of Windows you are running.
Do you sync with iTunes? What version of iTunes are you using? Which version of Windows? Did you install the update over WiFi?
