    Go to Settings>Mail,Contacts,Calendars>Default Calendar.  Make sure you have selected a calendar listed under your iCloud ID as your default.  If you haven't, make this change, then add a new calendar event and see if it syncs properly to icloud.com now.

     

    If your settings are correct and it still isn't syncing, add any missing events from your iPad to your calendar on icloud.com so your iCloud calendar is up to date.  Then go to Settings>iCloud, turn Calendars to Off, choose Delete from My iPad when prompted, after a minute or so turn Calendars back to On to sync back your iCloud calendars to your iPad.  Then enter a new event on your iPad and see if it syncs to icloud.com now.

    I have checked and rechecked settings.  They are fine. I notice thought hat the refresh button in calendars on my iPad runs continuously. 

     

    I tried to create event on iCloud.com but it will not create one due to server error which I sent to apple.

    It sounds like you may be having network connectivity problems with the iCloud servers if you are having problems both on your iPad and on icloud.com.  Have you tried the calendar refresh button while using your iPad on another wifi network?  If you don't, that would seem to confirm that the problem is with your home wifi.

     

    You could try changing your wifi router's DNS setting to use Google's public DNS to see if that would help, as discussed here: https://developers.google.com/speed/public-dns/docs/using.
