You have to create the account on an iOS device or Mac (running OS X 10.7.2 or later). After doing so, you can download and install the iCloud control panel for Windows and sign into your account as explained here: http://www.apple.com/icloud/setup/pc.html. This requires Windows Vista SP2 or higher.
