Switching from Wi-Fi to cellular requires iPad reboot

Every single time I turn off wi-fi and turn on cellular on my 4th gen iPad, I can't get online unless I turn the iPad off and on again. Is this normal? It happens every time, and I use Verizon LTE in an area with a strong signal. After the reboot, it works great. Very fast. Switching back to wi-fi isn't a problem, just the first way I described.
