When you buy an app on the AppStore, do you have to pay again to get the same app on a different ios device?
I have Minecraft Pocket edition and I want it on my other device.

No, as long as you're signed into the same Apple ID on both.

As long as you use the same Apple ID to download it again, you do not have to pay again. You can download already purchased apps in the purchased tab of the App Store on each device.
What if you change your ID and still want the app?
You'll be charged again if you log in with a different Apple ID. If desired, you can put it into iTunes on a computer and sync it from there.

What if you get the app while you are still in the same ID on the device, and them switch over to the other ID? Do you still get charged on the new ID?
You won't get charged for doing that but may not be able to update it without switching back. Changing the signed-in ID doesn't affect previous purchases.

As long as you download the app with the ID that you bought it with, yoy will not be charged again. But you must be logged into that ID in order to do this. If you switch ID's after you download the app, you will not be charged because yoy downloaded an app with th other ID.
Note that if you switch ID's in order to download apps without paying form them again (using somebody else's ID) you can lock yourself out of your own ID for 90 days.
