Keyboard Problem

I recently have found need to have my function keys to perform their alternate functions full time. As in function as "F" keys without pressing "Fn". I looked up how to switch everything over in Apple Help and this is what it said:

To switch the function keys to perform alternate functions:


User uploaded file


Choose Apple menu > System Preferences, and then click Keyboard & Mouse.


User uploaded file


Click Keyboard, if the keyboard pane isn’t showing.


User uploaded file


Select the “Use the F1-F12 keys to control software features” checkbox.



Easy enough except that when I got to Apple Menu > System Preferences, under the Hardware section I had no Keyboard & Mouse icon. How can this be and what do I need to do to change it?
