Can I use iMessage in the US to text to London for free?

My brother was recently stationed in London and I've been told that I can contact him via iMessage for free. What are the specifics? Will I be charged an international fee? Why does it matter whether I send it over cellular data or wifi?

iPhone 5, iOS 6.1.4

iMessage is free between any iDevice anywhere around the world.

There are no international fees because it goes across the available data connection and I have personally used iMessage in the UK, Germany, France, Holland, Austria, Italy, Australia, and the USA.

Does it matter whether it's set up to go to my email or phone number? What is th difference?

No difference, the phone number/email become like a UserID when using iMessage.

Whatsapp works on a similar principle as iMessage in using the phone number as an ID for messaging.
