How do I set up my iCloud to back up iPhoto? I found an option to stream my photos, but not to back them up.

There is no option on iCloud to back up iPhoto.
So there is no way for me to back up my photos using the cloud?
No. iCloud is for backing up mobile devices info. See these Apple documents:

If you want to backup your photos get an external HD and use Time Machine.

Yes you can back up Photos using the cloud - uploading them to sites like Flickr is doing that.
Sure - there are lots of cloud backup services that can backup your photos from your Mac - iCloud is not one of them

Does it back up the pictures taken with my mobile devices then? Also, I have an external hard drive that was set up through time machine but I had to replace the hard drive on my computer and now I can't access any information on the external hard drive or get it to back up again. When I plug the Toshiba external hard drive in, the light on in comes on but it never shows up on my computer so when I go into Time Machine to select a disk nothing is listed and it takes me to my airport utility. Any suggestions?

AND have iPhoto's Photo Stream preferences set as follows:
the photos you take on your iPhone will automatically be imported into your iPhoto Library.
