This is a USER forum.
The carrier the phone is locked to is the ONLY entity with the legal right to authorize unlocking it. Complain to Sprint if you don't like it. Apple has no say in the matter at all.

It does NOT matter! If you are NOT A SPRINT CUSTOMER, THEY WILL NOT UNLOCK IT.
Find a friend who can read English to translate this for you if it is not clear.
If you want to get that phone unlocked, you will have to move to the U.S. Establish service with Sprint, maintain that service for several months, then request that the phone be unlocked for International use. That is assuming that they have not already blacklisted it because it was either stolen or the original purchaser did not fulfill their contract.
