So my Iphone 4s keeps having these weird mixed up colors sometimes and sometimes I have to reboot my iphone by holding the power button and home button until restart because my iphone screen blacks out at random time. Will apple cover it still? I had my Iphone 4s since 10/13/12.

The warranty lasts for one year and covers manufacturer's defects. Make an appointment at the Genius Bar at your local Apple Store and have them look at it. They will give you the definitive answer to whether or not they will cover it.

So will apple cover my Iphone 4s? I still haven't had it for 1 year and its not jailbroken or water damage. I don't know what to say. My iphone has this wierd coloring sometimes not all the time so I don't think the apple center will be able to look it until it actually happens again and I don't know when it will have that problem. It happens at random times even the black out same thing to also happens random times. Weird coloring as in the colors shake like the iphone screen color is mess up or something when I wake it up from sleep sometimes causing me to restart 1 or 2 times happens random time not all the time.
we can only speculate on that because we can't see inside your phone. if you take it to an apple store, they'll be able to tell you for sure if it's covered or not based on their evaluation of the phone
Apple store is at least 34 minutes away according to gps so about 60 minutes back and forth and also depending on traffic so I can not waste gas that much just to have them look at it.
if you don't want to waste gas, you can do a mail-in repair, but the retail store would definitely give you a faster turnaround. either way, to know for sure if it's covered or not, it needs to be seen by apple

Well, we can't see it and can't make a decision for Apple. Perhaps you could call the store and speak to them.
What if it does get covered will they fix it before my eyes or will they take my iphone to fix it or will they give me a new iphone 4s 16gb for my iphone 4s 16gb? My phone looks practically new since I put on a cover and screen protector since I got it.
If it's covered, they will swap it out right there for one of the same size and model.
the store will do whatever is most economical. some stores can replace components, while others might swap entire phones. it completely depends on each store's individual capabilities
