Will my pictures be deleted if I factory reset my ipad? I have only one downloaded app and my iCloud is telling my that I don't have enough storage space to back up my ipad

iCloud gives you 5 GB of storage for free for backup. You can purchase more storage here (http://support.apple.com/kb/HT4874) or back up to your computer.

Do not reset your iPad for this issue.

Yes. If you do the 'erase all content and settings' that's exactly what it does. Wipes everything out and restores it back to 'out of box' state.
You an upload them somewhere, iCloud, dropbox etc, or you can e-mail them to yourself.
Once you've reset it you can redownload any purchases and apps.
