I went the whole route using cellunlocker to unlock my iphone 4.. and after going thru the motions.. I am still not getting the ''congratulations you have successfully unlocked your.....'' ive gone thru settings >> general >> and checked the carrier status.. its no longer att but Im not sure if its unlocked...

Since this is not a legitimate way to unlock an iphone, it is hard to sya how you would know.
It will likely be locked back when you update anyway, since it is not an official unlock.

ONLY the carrier to which it is locked can legitimately/legally unlock an iphone. No one else at all can do this legitimately or legally.

Your phone is locked to AT&T, so you need to approach them. They are the only ones who can officially unlock your phone for you.
