I need to run a simple javascript program using iPad
All the iPad browsers, including Safari, support JavaScript. In Safari, JavaScript support can be turned ON/OFF in Settings > Safari > JavaScript.
If you are actually referring to Java not JavaScript then the iPad does not support Java. There are a few browsers that provide limited support for some Java content, e.g., Skyfire, Puffin, etc.
