You cannot run OS 9 on an Intel Mac regardless of what version of OS X you install. OS 9 did not run in any sort of emulation, so it will only work with hardware it supports. OS 9 does not support Intel hardware.
Do you want to run OS 9 or are you just attempting to run a Classic app on an Intel Mac?
Have you considered SheepShaver? Here is a recent post, I made about it:
With the newer Intel Macs, you have to run a Classic emulator such as SheepShaver, which requires you to extract the Mac ROMs from your older Classic Mac and then install Mac OS 9.
A related program is Chubby Bunny, which comes bundled with all of that included (google the term "Classic-On-Intel v 4.0.1 chubby bunny").
