If the videos were in your camera roll when you last backed up, restoring the backup should recover them.  Restoring an iCloud backup requires that you first erase the iPad.  If you have any newer data on it since the backup that you want to keep, you'll need to save that first.  Then go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens on the iPad and when given the option, choose Restore from iCloud Backup.  Sign into your iCloud account, agree to the terms and conditions and choose the backup you want to restore to.

Be sure your iPad is connected to wifi and your charger as this may take some time to finish.
