The performance of the Mac will be reduced when you are running 2 operating systems simultaneously.

Yes, you can run Windows and OS X (Mac) side by side when you have Parallels. and yes, the performance of your mac WILL go down when you have Windows open. If you don't Want to have your Mac super slow and you don't mind having your Windows a little slow, give Windows 1GB of RAM. 1GB of RAM is good for most things on Windows unless you are doing some really heavy gaming or when doing a bunch of stuff on the Windows Computer.

    Hope This Helps!

As others have said, you can run Windows via Parallels and still have MacOS running.

As for impact on your MacOS, it wold depend heavily on your configuration.  I have Windows 7 Ultimate (32 bit) running in a Parallels 8 VM where I have allocated 4GB RAM to Windows.  In my late 2011 MBP with a quad core i7 processor and 16GB RAM, I hardly notice any impact on my MacOS performance unless I am working on something large.  Now, on my older Late 2007 MBP, it only has 4GB RAM and a Core 2 Duo processor, so it has an obviously noticable impact when I try to run a VM and do anything else at the same time.
