If your Mac has had PhotoStream turned on as well as the iPhone the photos should be available on the Mac.

If you have water damage, take the iPhone to an Apple store genius bar for out-of-warranty replacement, $199 for a 4s.

Photo stream photos can't be viewed on the web (unless it's a shared photo stream set up as a public website).

If you have a Mac running OS X 10.7.2 or later and have iPhoto 9.2 or later or Aperture 3.2 or later, you could sign into your iCloud account and enable photo stream (see http://www.apple.com/icloud/setup/mac.html).  However, this would allow you to access photo stream photos added in the last 30 days (old photo stream photos are no longer in iCloud).

Otherwise, you'll have to restore your backup to another iPhone, which will recover photos in the camera roll that were on the phone when it was last backed up.
