ibooks library won't download

purchased books in "purchased books" don't show with the cloud. They just say "downloading" forever and you can't delete them or anything. I tried deleting the ibooks app and turning off the mini and it still comes back to the phantom books. I even tried re-purchasing them on my iPhone and oddly, I think they let me re-purchase them. How can we get on-line to manage our library like in iCloud?
