I'm trying to create a keyboard shortcut to advance through safari tabs, just like I advance through programs using command tab. I went to system preferences, keyboard shortcuts. The + is no longer there to add shortcuts. Is there a different way to add keyboard shortcuts in mountain lion?

Good, I can now add the shortcut. How do I link the shortcut to the command (keyboard shortcut) I enter?
When you hit the + you should have gotten this screen, which has a place to enter the shortcut.
Cycling through Safari tabs already has a keyboard shortcut: Control-Tab.

Control Tab cycles through 'current open programs', not the safari tabs.
Command-Tab cycles through open applications. Control-Tab, in Safari, cycles through tabs. Command-Shift-Arrow also works.

If you have a trackpad or Magic Mouse, consider getting BetterTouchTool, which will give you the ability to create a ton of gestures, such as next tab in safari.
BetterTouchTool will also allow you to create hotkey keyboard shortcuts.
