You probably have your phone set so apple ID is in UK and your apple ID is associated with a UK credit card. When you log in to itunes/app store it detects that your IP address is in Singapore. You need to change the country to Singapore and get Singapore billing details added to your apple ID account

See "Change your iTunes Store country" > http://support.apple.com/kb/HT1311

Log out of the apple ID turn the phone completely off (Hold down the Sleep/Wake button and the home button together until the apple logo appears (ignore the ON/OFF slider) then let both buttons go and wait for phone to restart (no data will be lost). Then when the phoen restarts log in to the apple id and then see if you can change country

Do you have the computer you normally sync to? If so open itunes on your computer, select itunes store on th eleft and then in the window on the right look in the bottom right hand corner you will see a circular flag. Click on that and choose the country you want. Also when you are logged in with your ID click on the ID and in the drop down menu click on 'account" and change your details there. At least you wil lbe able to download what you want using itunes on your computer and you can then sync to you phone if nothing else works. You could contact Apple at http://www.apple.com/au/support/appleid/contact/
