I have exactly the same problem. Upgrading ti Windows 8.1 was a huge mistake.

I have tried all the fixes suggeted and none of them have worked.

I am running Office 2007, have run an online repair on it and uninstalled and re-installed icloud cintrol panel several times. It still does not work and I continue to get the message Unknown error.

From the posts on various forums it seems that a lot of users have the same problem and I am amazed thet neither Mirciosoft nor Apple have come up with any suggested solutions.

Anyone have any ideas?

Is there still no solution for that kind of problem?

I got the same error with icloud and a Windows 8.1 os.
