Q: How do I transfer photos and videos from my IPad to my computer that has a Windows 8 operating system?

If the Photos and Videos were taken with the iPad, simply connect the iPad to the Windows 8 Computer using the provided cable, and open Windoes Explorer.  The iPad should Appear as a Camera, and you can access the photos directly through explorer by double clicking on the iPad icon  You can then Copy, or drag and drop the pictures to a folder on your computer.

Once you have them you can delete them from the iPad.

No, not directly. synced videos and photos cannot be transferred off using iTunes.  You will need to copy them onto a USB drive from the source, or use a 3rd party software to access the Photo Library on your iPad.
