I do not want the photo stream to be active, but do not know how to delete it or deactivate. Also, really weird, I have some random pics of strangers. How could that happen?

Do photos upload remotely from any synched device when we are on the same network? Could someone just be on my network or would they have to have used my apple ID with a synched device?

The Photo Stream is tied to your AppleID, not to your network. It is synced from the iCloud storage alloted to your AppleID. Unless you have accepted the invitation to view a Shared Photostream of someone else.

My photo stream. But a couple of people in our household use the same ID for Itunes, but no one else has plugged a device into my laptop lately, so I wonder do they upload if a device is just in the room on the same network, like a phone or Ipad? Sorry, I am not very tech savvy. Besides that no one seems to recognize the pics.
To upload to My Photo Steam you need a device that is connected to Wi-Fi and to sign into iCloud. It does not need to be the same network, only the same AppleID.
iCloud: Photo Stream troubleshooting
If I take pics with my iPhone or one of my iPads they are automatically synched up to my iCloud. Is it possible you have someone else with a device that is configured to automatically upload pics like this?
Only if they are signed in to your iCloud account with your Apple ID and password.
If you have any doubts about someone accessing your iCloud account change the password immediagtely and then sign out and back in to your iCloud account on all devices with the new password.
