Purchasing additional iCloud storage doesn't increase the capacity or free space on your iPad.  You'll have to delete something from your iPad to make more room for the video.

If I delete to down load the movie, would I be able to add back what I deleted?

Assuming you have been syncing your iPad with iTunes, the best thing to do would be to download the movie in iTunes on your computer.  Then you can sync something off your iPad to make room for it (such as some of your music), then sync the movie to your iPad by selecting it on the Movies tab of your iTunes sync settings and syncing.  Then when you're done watching the movie, you can sync it off your iPad by deselecting it on the Movies tab of your iTunes sync settings and syncing; then sync the music you deleted earlier back to your iPad.  If you ever wanted to watch the movie on your iPad again, just repeat the process.
