I'm using iTunes 11.0.3 and when I right click the song (after setting the start and stop for 35 secs) I don't see the option to "Create AAC version". All I see is "Create MP3 version". Is there a setting in Preferences that I need to change?

You need to set the default encoder for iTunes to AAC to get that option.

I originally purchased a song in Itunes and it is already in AAC format. I can't seem to get the time to change to 40 seconds. Does this not work for songs you purchased from Itunes?
Thanks for your time reading, but nevermind DOH I finally figured it out
You can also use another app such as Audacity to edit the music, and export as AAC, then change the extension from m4a to m4r, then double click on the file to automatically add it to iTunes 'Tones'. Then sync your phone, but remember to set the Tones tab in Sync to add ringtones.
Wasn't there once an option in iTunes to "make Ringtone"?
I have converted the purchased music into AAC but found no way to add it to "Tones".
After converting the music into AAC, you have to rename the file extension to .m4r, and then re-add it to iTunes. Then it'll show up in Tones
After trying a few of these suggestions I opened the AAC file in Garageband.
Use the "share" dropdown and there's a "send ringtone to iTunes".

When I right click and and go to get info I can't open anything under options. Itunes is not allowing me to do anything under options including changing the start and stop times. ??

The support article you blind-copied into your post does NOT address this issue. It says to choose an import format, including MP3. That's my chosen import format for all music. Obviously, there's a credible Apple Support article that's missing from this thread that describes this process.
