Does Apple not accept pre-paid Visa cards?
I went all out to get a pre-paid Visa just so that I can use it with Appstore,
purposely to have a limit, but it seems that it does not accept this kind of card.
What's the deal on this?

The iTunes/Mac App Stores do not accept prepaid "credit" cards, which aren't really credit cards, they are glorified debit cards. An acceptable debit* or credit card must be issued by a verifiable bank in the country in which you reside and have a verifiable billing address in that same country.
*An acceptable debit card is one tied to a demand deposit account (checking/savings) that you have in the bank that issues the card and carry the VISA or MasterCard logo.

We had the same issue. In the Netherlands credit card is the only accepted method of payment if you want to turn on sharing with your family.
Turned out our prepaid MasterCard needed to get activated first by prrforming a transaction that requires for the PIN to be entered. In a store or at an ATM the service desk informed us.
Call your credit card's service desk if you face an issue like this.
