My iphone and ipad can see each other on bluetooth but can't connect

When I touch to connect, I get an error that reads 'make sure the iphone is turned on and in range". I can see the bluetooth connection on both devices, they just won't connect. I have turned off wifi on both devices. I have also tried connecting to & from both devices.

I downloaded an app that can share a presentation loaded on one device with up to 15 other iOS devices. It said it would work over bluetooth. I didn't realize you couldn't "pair" the devices but still use bluetooth. The developer said just to turn them both on and low and behold, it works like a charm and I feel silly. 😊
