Q: Bluetooth "Not Available"

My Bluetooth logo at the top bar indicates Bluetooth is "not available". According to the support page at Apple's website, it could be solved by turning the computer off, but after several times of restarting, it hasn't been fixed.

MacBook, Mac OS X (10.7.5)
