Obviously you are talking about downloading from iTunes? If so nobody is a user to user forum can help you with this one. You need to contact iTunes support directly and ask them. Also look at More Like This to the right hand side of this post.


As for tethering, this is the responsibility of your phone company/carrier and some will not allow tethering. Contact your carrier to see if tethering is part of your contract.

If you live in a Region that allows re-downloading Music...


Delete the Song(s) and re-download...
