It is possible by Using the iPad Camera Connection Kit.

Both Skype and FaceTime apps are available for iPad2s.
FaceTime is installed with the iOS.
iPad2 friends using a compatible iOS can Download Skype for iPad from iTunes App Store.

You can still use the Skype app, but the people who you call won't be able to see you

While it is true that the camera kit does not connect webcams to iPad, there is no need to do so. iPad2 has two (front and back) built-in webcams without connecting anything.

Dec 19, 2013 4:01 PM in response to ChrisD23by asalkin,I know it's not exactly what you're looking for, but the company I work for makes cameras that connect to iPads. Right now the camera has three lenses (Microscope, telescope, and standalone camera) that might work for what you're looking for.

And the webcam-type lens you're looking for is called the 'Variable Lens': https://exolabs.com/products/accessories.html
And right now it only works in our app (search Exo Labs in the app store) and wouldn't work with Skype, but you can still export photos and videos into your camera roll.
