Users & Groups crashes & will not open

I'm assuming we have a corupt user account - one of my kids accounts is also inaccessbile in parental controls and crashes whenever I try to go to the settings. I can now no longer even get into the Users and Groups to delete that account or make any changes. Any ideas how I can rid our system of this problem?

This computer does not have personal data - it is really only used for the kids.

Close all windows and quit all applications.

Hold the option key down and click the "Go" menu in the Finder menubar.

Select "Library" from the dropdown, then "Preferences" folder.

Look for this file.

com.apple,systempreferences.plist

Right click the file and select " Move To Trash" from the contextual menu.

Restart the computer.
