Simply unable to connect to the Servers that are needed by iTunes to do that task - Any Security Software on the computer? - Disable it - try that first - if still get the message test a Secure Website and make sure able to get to the Secure Site
Otherwise the Servers could be busy by many other iOS users and iTunes users on the Servers.
If a home WiFi connection may need to reboot router - double check and make sure the Firmware for the router is updated -
