Hi ripleyattorney,
This article may be a good starting point for troubleshooting that error:
iOS: Unknown error containing '0xE' when connecting to a Windows PC

Take care!

I have been having issues accessing the iTunes Store for almost 2 years now. Started with a -1202 error when redeeming, access continued to get worse with each new release, lost the ability to use the store a few months ago. With V11.0.3 I am now getting the 0x80092013 error. There are other articles posted in the forum that describe this error (and log files that show it that are similar to what I'm seeing) but have yet to find a solution even though I've tried a bunch of different things. Even tried Apple support but gave up when they wanted me to reload Windows. Issue is with my Windows 7 Desktop PC, other devices on same wireless network in house work fine. Would love to finally get this fixed someday. Based on log file error it's tied to certificate verification.
I have the same issue as TheOriginalSink, been going on for 2 years, used to be -1202 and is now 0x80092013.
Was anyone able to help you?
Nothing yet, sorry. My current workaround is to buy from iTunes store via iPad and then connect iPad to computer which downloads recent purchases.
