Trying to convert a file to AAC but the option is greyed out under "File" menu

Trying to convert a file to AAC but the option is greyed out under "File" menu. I already checked and the Import preferences are set to AAC encoder and itunes plus. I've searched online and everywhere I see questions about trouble converting to AAC, the "fix" is setting the import preferences. Not sure where to go from here.
