how do i fix apple error code 19
my 2009 iMac all of a sudden shows a grey circle with a slash through it and I can't reboot it.
I"ve tried safe mode and resetting the PR to no effect. In safe mode i get the error message (19)

Well, Apple's Support site states that "error 19" refers to:
| 19 | dsNoPk2 | package 2 not present [Disk Initialization] |
So since the hard drive is unable to initialize, the implication is that the hard drive has failed, and your computer's symptoms tend to confirm this. I'm afraid its time to take the computer in for diagnosis and repair at this point.
Do you have a bootable backup/clone on another disk? If so, boot with it and run Disk Utility on the borked HD. Alternatively, if you're running Snow Leopard, boot with the install disc and run DU from there. if you have a Time Machine backup, you might be able to restore it. See Pondini's TM FAQs, for details on how to use TM. I don't use it, so can't help with that.
According to an incomplete listing, error 19 relates to Package 2 not being present.
