Can't eject my iPod

Often after copying songs from iTunes to my iPod mini and pressing the eject button, my computer tells me that "this device is in use and cannot be ejected - try quiting applications". So...I quit iTunes and highight my iPod and select eject or drag the iPod icon to the trash and get the same message. What's going on, and how can I safely disconect the iPod when I constantly get these messages? Thanks.

G5, Mac OS X (10.4.6)

Are you sure that iTunes was finished copying the songs to your iPod?

If I just drag new tracks to the iPod icon in the source list, I get no feedback about what is happening, however, if I open the iPod in a new window (control-click on iPod icon and choose Open) and drag the tracks to that window, then I do get a progress report in the Now Playing window.
