my songs on icloud keep saying error when downloading to my phone

I have recently got a new iphone 4S as my old one broke. When I click on the cloud to download all my songs from iCloud it pops up with a message saying 'Download Error. This could not be downloaded at this time' It comes up with this message for every song and I have tried syncing it on the computer and it still doesn't work!
