Because there is no way to install ANYTHING on the phone at all that didn't come from the app store without jailbreaking the phone. There is no way to gain remote access to the phone. All apps on the iPhone, including the phone app are sandboxed, and with limited exceptions such as contacts, do not have access to other apps, data, or iOS itself.
As for notifications, try re-booting the phone if they're not working.
Allow me. iOS will not execute code that is not signed, meaning that it hasn't been submitted as an application to the App Store. And Apple, of course, wouldn't allow malware/spyware in the store.
For repeat alerts, verify it is set up correctly in Settings > Notifications > Messages.
So I guess it is safe to say that the companies online that are selling spyware that doesn't get loaded on the target phone are bogus? Have you heard of this?....most people I have spoken too say that it isn't actally possible...

If these online companies selling spyware are making a claim this can be done with an iPhone that has not been hacked/jailbroken, it is bogus.
Probably not bogus for an android device, which is the Windows of the mobile OS world in regards to security or severe lack thereof.

On a totally different note....If I save an image from the web to my camera roll does my iphone4 "see" that the same way as it would if I snapped the picture with the camera?

Not sure what you mean by "see", but photos saved from a recevied email, from an iMessage or MMS, or from a website are saved in the Camera Roll.
Ok..Thanks....one last spyware question....Easy Spy Cell Tracker(an apparently legit company) claims that they offer a remote spyware package that works through what they call "bluetooth scanning" without installing anything to the target phone....I know that my iphone4 is not jailbroken.....so even this wouldn't work correct?
As noted above, if your phone is not jailbroken, no spyware can be installed on it. That website is extremely dodgy. They don't explain how the software works (though there is an implication that you need to have physical access to the phone).
Put a passcode on your phone. Don't leave it where people can pick it up. You will be fine.
