If I allow someone on my home network by giving them that password, are they automatically able to access any other computer on that network? Or Apple TV library?

If you're talking about a wireless network password, no. Your individual computers may not even have file sharing turned on (in System Preferences - Sharing), and if they did, the person would need the password for your account to be able to see your files. The Apple TV library is only shared using Home Sharing with your AppleID login, which presumably they don't know.

Further to my last question, so I understand... without the safeguards that you mention, the other person could not see my screen either?

Correct. Both of these things must be true:
- Screen Sharing must be turned on in System Preferences;
- The other person has to know your admin login and password.
