I don't find personal hotspot on ipad 5. Ios 5.1.1

No such thing as an iPad 5. (Yet... anyway)
If you have the cellualr version of an iPad 3 or 4 or iPad Mini and your carrier supports the Hotspot feature then you may see the button.
Otherwise please explain what you have and what you are trying to do so we can try to help.
