I lost my my download and I'm asked if I want to buy it again
I down loaded 2 ringtones and somehow lost them and then when I try to down load them again I'm asked if I want to punches them again?

Ringtones are custom made and index by third party. Apple does not own re-download rights. It's a one shot deal. Hence, your responsibility to back them up.
Did you have an iCloud backup? Then you may be able to restore.
