Dear keg55 try to answer the points you (sorry for my bad English, I'm from Russia):

- +5V voltage is present on the USB-ports.

- After the operating system is not working only the mouse and keyboard, but after sending the computer into sleep mode (press on / off) ports are included. To enable the ports necessary every time you reboot go into sleep mode.

- To reinstall your operating system from the MAS result does not. After reinstalling the bug persists.

I'm not sure what else to suggest other than taking your Mac Mini into an Apple Store to have their techs look into the issue. Hopefully, you have AppleCare and your Mac is still covered.

It seems you've tried all of the following without success.

  • Reinstall OS X Mountain Lion.
  • Reset PRAM and SMC.
  • Verify Disk using Disk Utility and Repair Disk if necessary.
  • Repair Permissions from Disk Utility.
