ocspd performs caching and network fetching of Certificate Revocation Lists (CRLs) and Online Certificate Status Protocol (OCSP) responses. It is used by Security.framework during certificate verification.

Security.framework communicates with ocspd via a private RPC interface. When Security.framework determines that a CRL is needed, or that it needs to perform an OCSP transaction, it performs an RPC to ocspd which then examines its cache to see if the appropriate CRL or OCSP response exists and is still valid. If so, that entity is returned to Security.framework.

If no entry is found in cache, ocspd obtains it from the network, saving the result in cache before returning it to Security.framework.

Perform the #12 OnyX cache cleaning routine and make sure to do all the Maintenance and Cleaning aspects (except do not delete the log files) and reboot at the end of using OnyX.

This will take some time to complete but will clear out all your caches and let them rebuild anew.

You should also perform the #6 Reset Users Permissions as well as any other Steps to generally tune up/repair your machine if required, like #8 Reinstall Just OS X for instance.

..Step by Step to fix your Mac

Also check that your date and time are correct in System Preferences and updating to your location.
