I synched my iphone just before restoring it and I think it layered over the last sync with the empty, restored iphone. Now when I try to restore it from a backup the most recent is completely blank.

Go into iTunes and restore your iPhone. When it asks if you want to restore from a backup, select the one before the one you have already tried.
Yes but older versions are several months old and critical data and information is lost... How is it possible that the backup was layered over with nothing? Surely the information must still be there.
Is there any way to recover this backup?
