I've followed all steps in the "Help" section & still cannot resolve. I've never had good luck with Apple's response to these issues. Any advice?

After connecting the device to iTunes
1. Is syncing apps permitted?
2. Is the computer authorized?
Is the app compatible with your iPod model and iOS?
Do you have a Restriction set that would prevent installing that app? Settings>General>Restrictions
Have you successfully syced apps from this iTunes library/conmputer before?
What happens when you try to directly redownload the app to the iPod by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
I purchased an app in ITunes but it will not install on my ipod
