Turn personal hotspot on in Settings and either connect the iPhone and laptop via USB cable or use wifi.
Note your provider may have to enable this on your phone depending on your plan and there may be additional charges.

i had turned on personal hotspot and selected USB option to connect..
I also have 3G internet plan which works fine on iphone.
But still im unable to start internet on laptop . Dont know what to so now. please help

Refer to the article Lawrence Finch has provided. If you have correctly followed the steps in that article then you will need to troubleshoot the issue specifically for USB troublshooting.

Just because you have a wireless plan that does not mean you automatically are able to use the phone as a hotspot You need to contact your provider to fond out if your plan supports this feature.
