I lost my Iphone4. So trying to find out all possible ways to track it. It was ringing for 2 hours after I lost it and then its switched off. I am wondering if the GPS works while the phone is switched off if not then will the GPS work withough cellular service (network provider/chip/SIM).
I do not have "find my phone" installed.

You cannot track or find the iPhone if Find My was not turned on and setup.

GPS works without cellular. But without cellular you cannot make contact with the phone, and the phone cannot make contact with you.
Before the phone was stolen, you needed to enable "Find my iPhone in "Settings > Privacy > Location Services > Find My iPhone > ON". Sadly, the fact you are asking these questions proves that you did not. There is not way to trace your phone.
The application "Find My Iphone" is just an iOS app to track the lost phone. It is not a necessary part of the process. A properly enabled phone can be looked for by signing onto your iCloud account from any computer in the world with an internet connection.

We were really addressing that as the question, assuming it is what you meant to say 😉
It doesn't matter because if you did not setup Find My on the iPhone it cannot be located. That is the only working solution.
I have used it for two years and I did all settings only within first 3 days when I bought it, so I m not sure if I enabled that, i may have. In fact i did install "Find my Iphone" app but when the icons were increasing i removed this app (i know its most stupid 😟).
If i go to icould.com i cn see Yogesh's Iphone there but offline. (does it mean I have "find my Iphone" enabled)
I mostly used wi-fi to connect to the internet so cellular data was off when i lost it.

It means that iCloud cannot contact the iPhone. That could mean that the iPhone is turned off, isn't connected to the Internet, or has had the Find My iPhone feature disabled (probably by someone restoring the iPhone). Unless and until the iPhone can be detected again - unlikely, but not impossible - there's no way to locate it.

Along wiht what Rudegar and Varjak said, and as noted far above, if the iPhone has not been setup with Find My activated it will not be findable. If it has been setup but the iPhone is turned off, battery has died, it is not connected to the internet, someone has reset it to factory condition it will not be findable. Not by the iCloud tracking system, GPS, IMEI number.
The only thing left to do, besides keep trying with iCloud if you want to do that, is make sure the carrier knows it has been stolen so they can blacklist the IMEI number if they offer that. Blacklisitng will keep it from being used on a network and it is nothing more than an iPod then.
One last doubt,
I had lock-code enabled (Just to clearify Lock-code is when we turn the phone on or when we try to do anything we press home button and swipe and then it ask for the code).
So lock-code was enabled, my question is that can some one still bypass this code and be able to format / wipe-off the phone ?
Yes, they can restore the phone to it's original state. The lock code will have prevented your content being accessed, but will not disable the phone.
Yes...we get multiple questions everyday from people who have forgotten their passcodes and ended up disabled their iOS devices. Apple even publishes the procedure for restoring the device in http://support.apple.com/kb/HT1212 which ends up removing the passcode and resetting the iOS device to factory condition.
One more issue, Can I get the contacts from Itunes. (I never backed up on icloud.com)
If you backed up to iTunes you can restore your Contacts from there...it does not store them except as a backup.
I mean can I see the contacts in computer without purchasing a new Iphone if yes then how.
None of my friend have Iphone so I cannot use their's.
