Having problems with Exchange active sync

I have had an ongoing problem with my iPhone 5 and Exchange mail. I have searched Apple forums, Google, techie sites and have not eliminated the problem. When I open the mail app each time all the mail disappears and then comes back in. I am sure I am chewing up data by cycling all of my mail over the air 15-25 times a day. Here are some facts and what I have done


  • iPhone 5 with v6.1.4 (10B350)
  • Carrier is Verizon
  • It’s not jailbroken
  • Problem happens on LTE and WiFi both
  • Problem never has happened on my iPad, (iPad has 6.1.3 (10B329))
  • Problem happens if iPad is on WiFi, or not connected
  • Problem happens if PC has Outlook open, or not
  • I eliminated all of my server side folders, no effect
  • I eliminated all my server side Inbox rules, no effect
  • I torched my iPhone and restored from PC backup, no effect
  • I torched my iPhone and restored from iCloud, no effect
  • I torched my iPhone and reloaded all apps by hand, no effect
  • I deleted my mail account off of my iPhone, no effect
  • I unjoined my Exchange Calendars from my iPhone, no effect.
  • I went to the genius bar at the Apple store, they blamed Microsoft Exchange
  • I have not torched my exchange account yet.
